Supported by the Bakala Foundation, Stepan studied Education Studies BA at UCL's Institute of Education, including a semester at the University of Helsinki through the Erasmus programme. He then completed an MPhil at Cambridge, focusing on education through a lens that combines political science, sociology, and psychology.
His work centres on promoting high-quality and equitable public education to create inclusive societies where everyone can reach their potential. As a Senior Consultant at ICF, he supports the European Commission's education projects, while also pursuing a PhD at Charles University. Previously, Stepan served as an Education Adviser at the Council of Europe, leading Roma school desegregation policies, and as a Researcher at PAQ Research, where his projects improved educational opportunities for over 85,000 students from disadvantaged backgrounds. His experience includes roles at the Czech Ministry of Education, where he developed interventions for underperforming schools, and at EDUin think-tank, where he co-edited the Audit of the Czech Education System.
Beyond his professional work, Stepan maintains an active interest in international education policy and cross-cultural dialogue.
